KIMBERLY SPENCE is a Technical Advisor with the Florida Housing Coalition, with experience administering local housing and community development programs and working with providers of affordable housing in the public, private, and non-profit sectors. For almost 15 years, Kimberly has provided consulting services to numerous HUD entitlement jurisdictions around the nation to bring federal resources to these communities to address affordable housing and community development needs, homelessness, housing discrimination, and other barriers to upward mobility. She is proficient in preparing Consolidated Plans, Annual Action Plans, Analyses of Impediments to Fair Housing Choice, and Consolidated Annual Performance and Evaluation Reports having contributed to such documents for over 20 HUD grantees in 8 states. In addition to developing HUD planning documents, Kimberly also provides training and technical assistance to local governments and nonprofit organizations on a range of topics to build their capacity and ensure program compliance. This includes working closely with community land trust organizations around the state through the Florida Community Land Trust Institute, a program of the Coalition. Kimberly holds a master’s degree in Urban and Regional Planning from Florida Atlantic University and is a certified Community Real Estate Developer and a certified Economic Development Finance Professional.
