ROBERT ANSLEY is president of Orlando Neighborhood Improvement Corporation (ONIC), a nonprofit development company that operates in Central Florida. ONIC has developed 11 communities since 1989 and has four underway. The programs ONIC has used include LIHTC, bonds, HOME, SHIP, CDBG, RTC, TIF and AHP. In the 1980's, Mr. Ansley was chief of housing for the City of Orlando and manager of downtown planning. Mr. Ansley is a certified planner by the American Institute of Certified Planners. He is a member of the American Planning Association and the Urban Land Institute. Mr. Ansley has a bachelor’s degree in economics from Duke University; a master's degree from the University of North Carolina Department of City and Regional Planning, and in 2001 completed the program for Senior Executives in State and Local Government at the JFK School of Government at Harvard.

JEFF BAGWELL has been the president and executive director of the Keystone Challenge Fund, Inc. located in Lakeland, Florida since its inception in 1991. The Keystone Challenge Fund is a nonprofit corporation organized to advance the development and financing of affordable housing. As the president and director of Keystone, Mr. Bagwell has established public/private sector partnerships to provide affordable financing and more than 1800 low- and moderate-income homebuyers in Polk County have been assisted to date. Keystone is also a Community Housing Development Organization, sponsoring and developing approximately 25 properties annually throughout the county. Keystone has also recently completed a 35-unit subdivision in Lakeland and a new 46-unit subdivision in Bartow. Prior to assuming his position at Keystone, Mr. Bagwell had 13 years of experience in housing related industries. He is a member of the Lakeland Affordable Housing Advisory Committee, the Florida Department of Community Affairs Community Partners Advisory Committee, and the Consumer Credit Counseling Advisory Committee.

EDWARD BUSANSKY has 17 years of real estate expertise including both market rate and affordable multifamily housing transactions. Mr. Busansky has worked for Citibank, GMAC, and the Community Development Group of Bank of America. Currently he is a Senior Vice President with First Housing Development Corporation where he oversees their Affordable Housing Real Estate Group. Mr. Busansky is a graduate of The Wharton School at the University of Pennsylvania, with a B.S. degree in Finance. Mr. Busansky currently serves on the Board of Hillsborough County Finance Authority and on the Board of the Florida Housing Coalition.

GUS DOMINGUEZ is president of Greater Miami Neighborhoods, Inc., where he analyzes the feasibility of affordable housing developments, coordinates development planning, and develops partnerships with community housing providers and local governments. He also provides technical assistance to nonprofit developers in the areas of financial packaging and development team assembly. He has experience in nearly every facet of affordable housing development both new construction and rehabilitation, including financial structuring, development of housing assistance and incentive plans, program administration, and compliance monitoring.

HOLLY DUQUETTE is a Demand Side Management Program Manager for Florida Power & Light, where she has developed and implemented an award-winning duct testing diagnostics and repair program. Ms. Duquette also received the United States Department of Energy’s Conservation program awards for renewable energy in 1982. During her time at Florida Power & Light, she has managed all Residential DSM programs achieving the State of Florida’s conservation kilowatt demand goals for FPL and initiated the Power Partnership for Affordable Housing program. Ms. Duquette has also organized and leads a FPL team created to seek out and communicate FPL’s residential programs to all State and local Government and nonprofit housing agencies for low-income recipients. She holds a master’s degree in marketing from Columbia State University.

JAMES (JIM) E. DYAL Jim Dyal is a Vice President of American Realty Development, LLC, an affordable housing developer based in Lake Mary, Florida. He is responsible for all aspects of development including site selection, design, and finance of affordable communities. Previously, Jim was in charge of affordable housing development for the Courtelis Company. Jim has spent the past nine years working with affordable multifamily properties financed by state and federal programs such as tax exempt bonds and housing credits. He serves on the Board of Directors of the Florida Housing Coalition.

CHARLES ELSESSER CHARLES ELSESSER is an attorney with Florida Legal Services, specializing affordable housing litigation and policy advocacy. He has more than thirty years of experience initially in California and, for the past twelve years, in Florida advocating on behalf of low income tenants and home owners. In his current position, his work has focused on protecting low income homeowners’ and tenants’ against displacement. Most recently, he has been involved in advocacy on behalf of resident organizations, protecting existing affordable housing from loss through the expiration of rent restrictions, the loss of subsidy contracts or demolition. He has assisted resident organizations who were challenging decisions by HUD permitting owners of federally subsidized housing to prepay a federally insured mortgage. He has represented resident groups in blocking their landlords’ efforts to opt out of project based Section 8 subsidy contracts, ultimately convincing the owners to remain in the program. He has also been active in assisting Public Housing resident organizations attempting to gain input and influence in the HOPE VI process.

HELEN HOUGH FEINBERG (Advisory Council) serves as Senior Vice President and Manager of the Housing Group of William R. Hough & Company. For the past fourteen years, she has been responsible for structuring housing transactions totaling approximately $4 billion. Ms. Feinberg has structured many types of mortgage-backed financings including single family issues, REMIC CMOs, tax-exempt and taxable refunding, mortgage portfolio sales, commercial REMIC CMOs, 501(c)3 multi-family open indentures, as well as virtually every type of multi-family transaction. She has a B.A. in Economics and Spanish from Wake Forest University, and has completed graduate work in finance at the University of South Florida. Ms. Feinberg currently serves as a member of Fannie Mae’s Housing Impact Advisory Council and a member of the Florida Housing Coalition’s Advisory Council.

DENISE FREEDMAN is the Senior Vice President and Community Development Market Manager for Bank of America. Denise has served in this capacity for nearly 3 years coordinating the Community Development Banking team’s resources to impact economic conditions and affordable housing in Florida and to expand markets for Bank of America services. More specifically, Denise focuses on increasing access to credit and financial services and the availability of affordable housing for individuals and families of modest means. Bank of America Community Development Banking provides financing to non-profit and for-profit multi-family affordable housing developers, participates in low- income housing and historic tax credit investments, and develops affordable housing. Denise’s career with Bank of America spans 16 years, having served her first 13 years as a manager in residential lending for both mortgage loan origination & operations. She has a sociology degree from the University of Illinois, with advanced training in organizational development. Over the years, Denise has served the community in numerous leadership capacities primarily focused on single family affordable housing and education, most notably; committee to develop the State Housing Initiative Partnership Program (SHIPP) in North Central Florida; SHIPP education committee in Alachua County; Homeownership Workshop trainer in coordination with Shimberg Center for Affordable Housing at University of Florida, Gainesville, Florida. Denise has also chaired the committee for funding an affordable housing auction in Gainesville, Florida and has been the instructor in Residential Lending for Florida Banker’s Association Florida Banking School at University of Florida for the past 7 years. Denise also currently serves on the local advisory committee for the newly formed Tampa Bay Local Initiatives Support Corporation, (LISC).

CORA R. FULMORE is the president of the Mortgage & Credit Center (MCC) in Winter Garden, Florida. MCC is a housing and credit-counseling center. MCC provides pre-purchase, credit rebuilding, debt management, and foreclosure counseling. In addition, they offer homebuyer’s education to the residents of Central Florida. Ms. Fulmore is the former director of Housing for the National Foundation for Consumer Credit (NFCC). She currently serves on many boards and is a nationally known trainer on homeownership and housing counseling issues. In 2001, Ms. Fulmore and the Mortgage & Credit Center were able to aid over 200 families in making their dream of homeownership a reality.

WIGHT GREGER Wight Greger joined Jacksonville’s affordable housing team in June 2006, and currently serves as Deputy Director of the newly created Housing and Neighborhood Services Department. Wight has spent the last ten years as Senior Technical Advisor for the Florida Housing Coalition, and also served as lead staff for the Florida Community Land Trust Institute. In her capacity as Senior Technical Advisor, Ms. Greger served as program manager for the delivery of technical assistance services under numerous programs, including the Florida Housing Finance Corporation's Predevelopment Loan Program, The Florida Community Development Initiative, the Washington Mutual Initiative, and the Wachovia Bank Initiative. Wight’s responsibilities included providing direct technical assistance both on-site and by telephone to local governments, local nonprofits, and other community partners under the Florida Housing Finance Corporation’s Affordable Housing Catalyst Program; the development, design and delivery of statewide workshops on a variety of affordable housing topics; and providing management support and oversight of the activities of other Technical Assistance staff. MARK HENDRICKSON is president of The Hendrickson Company, a private consulting firm specializing in all aspects of finance and legislative issues related to affordable housing. Clients include nonprofit and for profit developers, the Housing Finance Authority of Hillsborough County, and the Florida Association of Local Housing Finance Authorities. The Hendrickson Company has assisted developer clients in closing 87 rental development loans, totaling 20,465 units valued at over $1.442 billion. Financing has included bank loans, tax-exempt and taxable bonds, federal housing credits, state and local government HOME, SHIP and SAIL funds. The Hendrickson Company has provided financial advisory services to the HFA of Hillsborough County on 23 transactions totaling $213.1 million. Prior to his current position, Mr. Hendrickson served as the executive director of the Florida Housing Finance Agency (FHFA), a multi-billion affordable housing lender, for 13 years. During his tenure at the FHFA, the landmark Sadowski Affordable Housing Act was enacted, and he was responsible for the oversight of all state-administered affordable housing programs, including SHIP, HOME, SAIL, HAP, the Single-family and Multifamily Mortgage Revenue Bond Programs, Housing Credit, and the Florida Affordable Housing Guarantee program. DAN HORVATH is the president of Community Enterprise Investments, Inc. (CEII), one of the state’s most successful CDCs, which is active in both small and micro business finance development and affordable housing development management. Mr. Horvath's expertise includes the creation and administration of small business and micro enterprise programs and revolving loan funds, business plan development, CDC organization and administration, grant writing, government program applications and proposals, housing project development and management, community-based economic development programs, linking nonprofits with for profit partners, and structuring investment strategies. Mr. Horvath is a member of the Florida Bar, and in addition to being the longest tenured member of the Florida Housing Coalition’s Board of Directors, he serves as a board member of the following industry trade associations: Florida Association for Micro Enterprise; Association for Enterprise Opportunity (AEO); and the Florida Community Loan Fund (FCLF). He is a former member of the Governor’s Affordable Housing Study Commission.

JACK HUMBURG is the Director of Housing Development and Americans with Disabilities Act Services with Boley Centers for Behavioral Health Care, Inc. Boley Centers now owns and operates over 350 units of affordable housing, manages another 70 units, and administers 250 Section 8 vouchers for individuals with disabilities in the Tampa Bay area. In addition to his housing responsibilities, Mr. Humburg serves as the State Network Administrator for the Florida Americans with Disabilities Act (ADA) Leadership Network. This network is the state affiliate of the Southeast Disability and Business Technical Assistance Center, a program of the National Institute on Disability and Rehabilitation Research under the U. S. Department of Education. Mr. Humburg holds a Master of Arts degree from Ball State University.

ANNETTA JENKINS is a program director with Local Initiatives Support Corporation (Palm Beach County) and has more than 20 years experience in real estate finance, planning, law, management, and community development. Prior to joining LISC, Ms. Jenkins was the associate director of a lending consortium of 16 banks, formerly an attorney in private practice, and an economic development planner with a Florida regional planning authority. Ms. Jenkins has a bachelor’s degree in economics (magna cum laude) and a law degree. Among other things, Ms. Jenkins chairs the Florida State Community Development Policy Network. She has a young son and a daughter in her third year of medical school.

JEFF KISS is the president of Kiss & Co., a consulting firm which provides investment management and financial advisory assistance to issuers of tax-exempt and taxable debt bond issues, as well as services to investment banking firms and affordable housing developers and owners. GRACE MIRANDA Grace Miranda is a native of Chicago and is currently advancing her career as a consultant for small non-profit organizations, while pursuing her doctoral degree in organization management specializing in non-profit organizations from Capella University. Ms. Miranda previously the housing manager for CDC of Tampa, Inc. As the housing manager Ms. Miranda developed the Housing Opportunity Center and expanded the center’s programs and activities to include housing development, homeownership opportunities, and contracting services. Ms. Miranda has an impressive record in designing, developing, and implementing programs, which assist first time homebuyers. Ms. Miranda earned her Bachelor in Human Services and Master degree in Organizational Management and Leadership from Springfield College. Ms. Miranda received a professional certification in Affordable Housing Development from the Neighborhood Reinvestment Corporation. She is Board Chair for the Governor’s Front Porch Council, Inc. and previously served on the Board of Directors of Neighborhood Lending Partners Homeownership Center, Tampa Housing Authority Hope VI Advisory Board, Florida IDA Coalition, Tampa Mayor’s Enterprise Development Project and the Youth Education Training Program Advisory Board. Ms. Miranda’s professional accomplishments include Owning and Managing a Medical Recovery Billing and Collection Company and instituted and managed a Collection Recovery department for a local Finance Company. MELVIN A. PHILPOT MELVIN PHILPOT (Chairperson) is a Senior DSM Program Specialist for Progress Energy Florida in Lake Mary, where he serves as Program Coordinator for the Low Income Weatherization Assistance and Energy Saver Loan programs. He joined Progress Energy Florida in May of 1982. Since then, he has held various positions, including Customer Service representative, Energy Services representative and Account Specialist.

Mr. Philpot is active at the state and local level serving on the DCA Community Assistance Advisory Committee, Vice-Chairman of the City of Sanford Martin Luther King Jr. Steering Committee and Chairman of the Board for the Rescue Outreach Mission in Sanford.

ANTHONY RIGGIO TONY RIGGIO is the Florida Community Development Manager for Wachovia Bank. This department pursues public/private partnerships and identifies subsidy programs to expand lending opportunities to low and moderate income individuals, small businesses and to developers of affordable housing. Prior to this position, Mr. Riggio served as the Florida Sales Leader for First Union's Community Development Lending Department. This department focuses on lending to non-profit and for-profit groups whose mission is the development of affordable housing, economic development and community services. Both his prior and current positions are responsible for investments in non-profit groups established for the same mission. Mr. Riggio began his 24-year banking career with First Union in 1978 and has held positions in the consumer, commercial and commercial real estate lending divisions. Since he began specializing in the Community Development area in 1991, Mr. Riggio has created new housing and business programs; and he has established partnerships with new and existing community development groups. Mr. Riggio earned his bachelor’s degree in finance from Stetson University in 1977. He earned his master’s degree in business from Nova University in 1988.

JAIMIE ROSS (President) is the Affordable Housing Director at 1000 Friends of Florida, a statewide nonprofit growth management organization. Prior to joining 1000 Friends of Florida in 1991, Ms. Ross was a land use and real property lawyer in private practice with an Orlando law firm, representing for profit and nonprofit developers and financial institutions. During her tenure at 1000 Friends, Jaimie initiated the broad-based coalition that successfully advocated the passage of the William E. Sadowski Affordable Housing Act. Ms. Ross continues to facilitate the Sadowski Act Coalition which ensures funding under the Sadowski Act, providing a dedicated revenue source for affordable housing in Florida. Ms Ross' work includes all forms of legislative and administrative advocacy and education related to the planning and financing of affordable housing in Florida. On behalf of the Department of Community Affairs, she authored Creating Inclusive Communities in Florida: a Guidebook for Local Elected Officials and Staff on Avoiding and Overcoming the NIMBY Syndrome. Ms. Ross served as a Commissioner on Florida's Affordable Housing Study Commission from 1992 -2002. She serves on the National Low Income Housing Coalition NIMBY Report Advisory Committee, and the Wachovia National Community Development Advisory Board. She is the President of the Florida Housing Coalition and was recently named a James A. Johnson Community Fellow by the Fannie Mae Foundation.

GREGG SCHWARTZ GREGG SCHWARTZ (Treasurer) is the president/CEO of Tampa Bay Community Development Corporation (CDC), a non-profit organization that promotes homeownership opportunities in Pinellas, Pasco and Hillsborough counties. Mr. Schwartz has been responsible for the administration and management of the CDC since 1989. Tampa Bay CDC is one of the few nonprofit corporations in Florida to receive a HOPE 3 implementation grant, which includes the acquisition, rehabilitation and sale of existing real estate for low and moderate income families. Funded by the local government jurisdictions, TBCDC also provides down payment and closing cost assistance loans to eligible families. Mr. Schwartz is also responsible for the administration of the HomeBuyers Club, a pre- and post- purchase counseling program that provides education, guidance and support on an individual basis to club members. The HomeBuyers Club also administers a Foreclosure Prevention Loan Program that preserves and protects the homes of Pinellas County residents from foreclosure through problem identification, counseling, budgeting and emergency mortgage payment loans.

TEI SIMMERMAN TEI SIMMERMAN joined the staff of the Florida Solar Energy Center as the program coordinator for the Florida Energy Gauge in March of 1998. Her tasks include marketing Energy Gauge® software to consumers, builders, real estate professionals, and mechanical systems professionals; and the training of new raters. Ms. Simmerman has more than 15 years experience in preparing residential and commercial energy calculations for builders. She is a certified Class I Energy Gauge rater and a residential building contractor.

SOPHIA SOROLIS has over 20 years experience in the public sector with city government, educational institutions, and the creation of public-private partnerships. Her career track includes small business consulting with the Small Business Development Center, and economic development and housing development experience with the City of St. Petersburg, where she is currently the SHIP Administrator/Housing Coordinator. She has a Master of International Business Studies (MIBS), from University of South Carolina, and a B.A. in Marketing, University of South Florida. Additionally, Sophia has taught marketing and economics at the junior college level, and is currently serving as a commissioner of the Tampa Housing Authority.

ROBERT VON (Advisory Council) is a principal of REALVEST Appraisal Services, Inc. Prior to joining REALVEST, Mr. Von was commercial manager at Pardue, Heid, Church, Smith & Waller, Inc., a review appraiser for Barnett Bank, and a senior review appraiser for Home Federal Bank. Mr. Von has over 16 years of real estate appraisal experience and has completed appraisal assignments in 14 states and the District of Columbia. Mr. Von specializes in planned unit developments, subdivisions, and affordable housing. Mr. Von has completed over 500 market studies and appraisals on proposed and existing affordable multifamily projects throughout the state of Florida. Mr. Von received a bachelor’s degree from California State University at Northridge. He is a member of FNMA’s advisory board.
