The American Recovery and Reinvestment Act (ARRA), also known as the Economic Stimulus bill, was signed into law on Feb. 17, 2009 and was designed to boost the nation’s employment and the economy. The ARRA contains several substantial affordable housing provisions including low-income housing tax credit provisions, homebuyer tax credits, housing spending and tax-exempt bond provisions. From the state and local governments perspective, the one most significant programs is the Neighborhood Stabilization Program (NSP).
Created by Housing and Economic Recovery Act (HERA) in 2008, NSP was created to provide targeted emergency assistance through the Community Development Block Grant program (CDBG) to state and local governments to acquire and redevelop foreclosed and abandoned properties within their communities. In 2009, ARRA provided $2 billion in additional funding nationwide for the NSP.
